The reason behind FIR is his video message . By going through his short run clip one could imbibe it was gentle reminder to stay in home and requesting public not to go unwontedly citing the reason of non availability of beds in hospitals in Chennai
 
He referred unnamed Government secretary in his clip that could have caused him trouble state legal sources .
 
It is to be noted during 2016  ADMK government Minsters maintained Hospital stay of 75 days their supreme Jayalalitha was in good condition all along and then also arrested more than dozen in Tamilnadu inclusive a bank staff  who questioned then the status of Jayalalitha health . The questions been treated then as rumour and booked more than dozen under various stringet sections.
 
Later Jayalalitha died and then emanated factional feud war of words amongst ADMK senior party functionaries that led to appointing a legal commission under a retired judge to probe their party supremo suspicion death .
 
In is then after a year  a ADMK minister Dindigul Srinivasan openly admitted in a public meeting  that they ( ADMK ministers ) lied in public about Jayalalitha health and also admitted no one ever visited  their leader Jayalalitha inside Hospital  during the 75 days but only disclosed media  what they been asked to do .
 
Now when anyone talks about non availability of beds that irks  ADMK ministers and like 2016 stringent  laws been evoked  .

So then  why only pick  soft spoken non problematic Varadarajan under various sections   who in his video with an intention to appeal to public to stay home during epidemic that too when Tamilnadu ranking 2nd position in india,  surprises many

Sec 153. Wantonly giving provocation with intent to cause riot—if rioting be committed—if not committed.—Whoever malignantly, or wantonly, by doing anything which is illegal, gives provocation to any person intending or knowing it to be likely that such provocation will cause the offence of rioting to be committed, shall, if the offence of rioting be committed in consequence of such provocation, be punished with imprisonment of either de­scription for a term which may extend to one year, or with fine, or with both; and if the offence of rioting be not committed, with imprisonment of either description for a term which may extend to six months, or with fine, or with both.
 
Section 505(1)(b)  with intent to cause, or which is likely to cause, fear or alarm to the public, or to any section of the public whereby any person may be induced to commit an offence against the State or against the public tranquility means punishable for 3 Years or Fine or Both 
 
Section 188  Disobedience to order duly promulgated by public servant.—Whoever, knowing that, by an order promulgated by a public serv­ant lawfully empowered to promulgate such order, he is directed to abstain from a certain act, or to take certain order with certain property in his possession or under his management, disobeys such direction, shall, if such disobedience causes or tends to cause obstruction, annoyance or injury, or risk of obstruction, annoyance or injury, to any person lawfully employed, be punished with simple impris­onment for a term which may extend to one month or with fine which may extend to two hundred rupees, or with both; and if such disobedience causes or trends to cause danger to human life, health or safety, or causes or tends to cause a riot or affray, shall be punished with imprisonment of either description for a term which may extend to six months, or with fine which may extend to one thousand rupees, or with both. Explanation. It is not necessary that the offender should intend to produce harm, or contemplate his disobedience as likely to produce harm. It is sufficient that he knows of the order which he disobeys, and that his disobedience produces, or is likely to produce, harm. Illustration An order is promulgated by a public servant lawfully empowered to promulgate such order, directing that a religious procession shall not pass down a certain street. A knowingly disobeys the order, and thereby causes danger of riot. A has committed the offence defined in this section.
 
54. Punishment for false warning.—Whoever makes or circulates a false alarm or warning as to disaster or its severity or magnitude, leading to panic, shall on conviction, be punishable with imprisonment which may extend to one year or with fine.
